"Safe" URL links

Hi all,
I would like to point out a problem with non-standard characters in generated URLs.

For example (czech characters in my case):

Page/article title: "Kalendář akcí"

and the resulting non-RFC URL: www.site.com/kalendář-akcí

Yes, i can change the URL in SEO tab, but this is not a good solution for inexperienced users.

    Special chars are allowed in the url. Normally they will be url encoded.

    Yes, i know it.

    But in our "non-ascii" world it's not a best-practice using this addresses.
