According to me Fork CMS is missing a roadmap, describing the future milestones and their new functions....

What do you expect from the roadmap?
One of the problems is we can't tell when we have time to work on Fork, so we can't set real dates on features, so the roadmap would be just a list of features that will be implemented somewhere in time.

Well, a list with all the upcoming milestones (without a date) and their features to implement.

So I know if I have to wait for a newer version or not.

Hmmm, don't see the point of a roadmap without dates. For instance, if we add "Adding languages on the fly" to the roadmap and you need it in 2 days, how will you know if you should wait?

    Yep thats true indeed.

But according to me it would be a pull-factor for new developers. If they test Fork and see that something they truly like isn't in the cms, but it is on the roadmap, they wouldn't probably write it off yet, but check it back later on...

The biggest advance of a road map is this:
It would also be an overview of all the "feature requests" in the forum that are approved. You can then put them in the right milestone. Which would also stimulate other developers so they participate in the development of the CMS...
Let the forkers do the working.

Does the Fork Core Team has a "roadmap" that describes that person X will do task A or B and person Y task B and C?
